At an idle can you turn them all the way in till they seat, and the motor continues to run? Call me curious.

no vacum leaks.and yes turned all the way in and it still runs.I read about that in one of my hot rod books so i guess ill start looking through them so i can find that article and see what the problem is.

If your idle screw on your throttle arm has the throttle plates opened past the idle transfer slots, then your mixture screws won't have an effect when adjusted. Something you might look at!

Check what TS said, if that's not the problem, the idle mixture screw seats, are ruptured. Probably time for a new carb. I don't know of any way to fix that.

Are you sure the thottle shafts are not worn?

X2 on throttle shaft bushings ! If it's an older carb, the TS bushings can be very sloppy, especially if it was used in the dust or dirt !
