Could a slightly bent valve cause the engine to run very rough at idle but smooth out with a slight miss at higher rpm's?

Yep, and a leakdown or compression will confirm.

Yes, i ran one of my blown sbc for a while with 2 slightly bent valves. I didnt know until i did a leakdown on the cylinders, i ran it for a few more weeks just like that before i fixed it!
