The U.S. Environmental Protection Agency (EPA) has proposed a regulation that would prohibit the conversion of on-road vehicles into racecars. The sale of certain racing products for use on street vehicles would also become illegal following this regulation. The proposed regulation was contained within a non-related proposed regulated titled “Greenhouse Gas Emissions and Fuel Efficiency Standards for Medium- and Heavy-Duty Engines and Vehicles – Phase 2.”
If passed, this regulation would impact all vehicles types, including sports cars, sedans, and hatchbacks, which are commonly converted for race track use. The Clean Air Act already exists to prohibit certain modifications to motor vehicles, but it is clear that vehicles built or modified for racing purposes, and not used on the streets, are not the “motor vehicles” that Congress intended to regulate.
“This proposed regulation represents overreaching by the agency, runs contrary to the law and defies decades of racing activity where EPA has acknowledged and allowed conversion of vehicles,” said SEMA President and CEO Chris Kersting. “Congress did not intend the original Clean Air Act to extend to vehicles modified for racing and has re-enforced that intent on more than one occasion.”
SEMA has submitted comments in opposition to the regulation and has met with the EPA to confirm the agency’s intentions. Along with other impacted organizations, SEMA will continue to oppose the regulation through the administrative process and will actively seek congressional support and judicial intervention when necessary.
The EPA expects to publish final regulations by July 2016.

Mrs. Lynn instead of insulting like most people do. I have a different approach. The emmissions we produce isn’t near the equivalent as some of the people who are the average economist using low octane fuel like 87. Our engines burn more efficiently. Some of us run literally on Corn. But theirs more to that story that will go over anybodies knowledge of cars, trucks, racing etc…. That isn’t into the sport. Tunnel Vision of you will. It has been decades of father son race cars builds along with brothers best friends sisters wife’s and husbands and the list goes on. It’s a pastime passion to modify any vehicle for better performance wether it’s for racing or daily commutingz. We aren’t trying to produce more emmissions by any means and we are on the lower spectrum of what really causes emmissions. Here’s my example, California has some of the worse emmissions and air quality ever in the United States. They also regulate their fuel standards to 91 Octane. Where most other states have 93. Also to account is how busy California is but for a place who regulates fuel octane is the worse air quality?? Look into some racing events where ever you are located and you will see the commaraderie the sport brings. Trust me it’s much better then what a lot of outsiders see.
In that Lynn is lurking on a site called Racing Junk, and she expresses that she favors the elimination of racing (or 99.9% anyway), I’d have to guess she does not mean what she said and probably she’s over whatever caused her to have this break with sanity.

Nearly all important advances made in the modern automobile, in safety and efficiency as well as emissions, have been made possible through the efforts of racers, who have pushed the limits of what is possible with vehicle performance and efficiency.
If not for these advancements, all our cars and trucks would still produce <300 horsepower and get 14 mpg, and a 60 mph crash would result in almost certain death.
Actually, the NTSHA and IIHS are more responsible for most safety improvements.

The EPA has come out since this was published and clearly stated they aren’t out to stop us from converting cars or racing them. They only want to stop people from using equipment specifically designed for off-highway use on public roads.

This is actually untrue. The EPA has recently verified its stance: The rule they are basing this on has been in effect for more than 20 years and the number of car owners that they have fined or done anything to is ZERO. It will continue to be zero, unless it can be shown that you are using equipment designed for off-highway use on a car driven on the highway/public roadways.
