Yes, the liquid is just to dampen the movement.

I would like to say I take back what I said, I have 5.5 psi at the finish line, so this blue pump is not working good for me
this last weekend I , raced it and watched my pressure as I went down track, and mine is falling bad, so I need a bigger pump

Check your filters. And check the screen in the pump. My 388 on two holley blues y'd to same setup ran 10.42. A second holley blu is a fast fix and cheaper that some of the pumps on the market
