Ok just to sum you up on the vac on the modulator only there to stroke the valve to allow pressure from the govener to apply to the shift valve in the valve body to proform the shift ! This is why you can turn the screw inside the modulator to make the shift higher in the rpm or lower !
As for the th350 the detent cable is only for 3/2 kickdown only and does not raise the line pressure! The line pressure is controled by the boost valve in the valve body beside the bias pressure valve!
Sounds to me if the 2nd gear shift has softend and the reverse is lazy than you have a intermidiate drum issue ! For the intermidiate and the low clutch provides reverse and also the intermidiate drum comes on in 2nd also !
As for the th400 it has no detent cable it was a electric kickdown that was controled by a throttle switch in the car !
