X2 OUTLAW, A LITTLE BAD LAW CAN GO A LONG WAY , ONE SENTENCE IN A 1000 PAGE BILL. AFTER A LAW IS PASSED IT IS UP TO THE VARIOUS AGENCIES TO WRITE THE REGULATIONS TO ENFORCE A LAW.
