Cragar Super Trick wheels

I have a set of Cragar Super Tricks. The bolts are rusted and do not appear to be grade 8 type. I want to replace the bolts with grade 8. What is the torque setting to re tighten the bolts? How many foot pounds?

"Torque outer perimeter 5/16" perimeter lock nuts to 22-24 ft/lbs." This info was taken from Cragar Super Trick instructions.
