ok bell out the window, yes there are bridges that need repair,
schools have closed due to building upgrades with no funds.
while the surplus of funds for testing is far more then for upgrades
and repairs, instead of cut backs on trips, conventions, and advertising,
instead of closing schools, cutting meals for schools, etc.
