trans rebuild and lost 4 mph and a .10?

same motor just freshed it. rings,bearings,oilpump. value springs. i think im going to have a new convertor done. the one in the car has been cut apart a few times and about 250 passes on it

If all is the same in the fresh motor, then yes, you are going to need to pull the converter.

400 rpm change, you sure he didnt change the converter feed in the pump, which also would change the converter a bunch also rpm wise.
