Default rear drums

has anyone had an experiance with a warped drum? or drums? when the car is jacked up and you turn the tires there is a spot were it slows down and is harder to turn, you turn threw it and it gets easier again untill a certain spot again. When I had the brake drums turned , he said they are warped some, but should be ok. with the drums off it all turns fine, will this be ok , or should I replace the drums?

New drums are pretty cheap for those. Bet you get out the door for under $40.
