What's the rubber hose on top of Holley carbs for?

What's the rubber hose on top of Holley carbs for?
I see on a lot of Holley carbs that there is a half loop rubber hose, what is that for?

Keep's fuel from entering the engine during launch from the vent tubes :!:

You'll also notice the hole in the center of that 'hoop'. VENT for the vents.
