Default Found very low voltage on my Trans Brake Switch up

I was wiring up my practice tree to my Biondo TB switch & it wouldnt work on the tree, but on any other switch I tested it worked.
I then took a voltage meter when it was hot normal 12 volts when open it was reading between .09 & .06 volts

I disconected the msd 2 step to see if any difference & still showed the same small voltage.
is this switch bad?

biondo says its ok, you must disconect any box/transbrake to use the tree any voltage from the tree will try to power stuff.
Dont use your tree with 12 pover applied to switch!
