Default Oil Filter in a 1500 Silverado

My grandson bought a 1990 Silverado 1500 4wd 350 auto. We went to change the oil and no filter - just a block off plate with a couple tubes coming from it. Is this normal. Sorry to ask a non racing question, but I can't find the answer.

There should be a access hole under the radiator, the filter is behind the radiator. :!: :!:
