Default how to seat liners in an aluminum bbc merlin x block

just had a friends new brodix aluminum bbc block blow the cometic head gaskets in a blown 598 boat application only after a few runs. The liners were found to be dropped a few thousands after tear down.

What is a reliable way to insure the liners are seated before decking and assembling a new aluminum block?

I thought you were supposed to machine a "step" in the existing cylinder wall material to press the sleeve up against,to prevent it from walking

Some of the boat racers i know, are sleeving the 2.5 offshore mercs. They use the green locktight to seat the liners.
