Please go to IC3.gov and fill out the online complaint form. The information in your complaint will be forwarded to the appropriate investigating agency. Information such as names, email addreses, user id's, phone numbers, mailing addresses can be used by the investigating agency to start an investigation on your behalf. Also, please include your contact information so the investigating officer can contact you in order to gain more information.
