I dont know of any website out there to do that but I'm sure there is a way to cross reference the number with the states dmv, you might have to go state to state if your not what state its in now, but I'm sure where theres a will theres a way.
As for me I'm gonna let my 68 vw rest in peace where ever it maybe.
