If he shipped them UPS, you would have had them within a couple days.
If he shipped it (parcel post) through the Post Office, it could take UP TO 3 weeks.
THE POST OFFICE SUCKS FOR SHIPPING STUFF, unless you ship it Priority Mail, and that is spendy, unless you can fit it in one of their 'Flatrate Priority' envelope or boxes, (that's the only good deal at the Post Office).
