well looks like we're monting it to the frame, and through the rear bumper, because according to tech inspection, it needs to be mounted straight back from the frame at a 90 degree mount, I was going to mount the bar down below the bumper like the Monte at the beginning of the thread, but I guess tech would consider that kind of mounting illegal, so I guess we are drilling a hole in the bumper, and running my bar straight back from the frame and through the bumper, and mount the strap and chute bag to that. thanx for the help guys...
