I see a couple things that may have been simple miscommunications base on wording:

The message before this, jrlj asks what next? You had already made the move to ship his back which is the right thing. However, you never told him that is what you are doing and then said he hadn't done the right thing yet!!!. Sounds to me like you were blastung him. You never told him what you were doing before laying out that statement.
I think jrlj made every honest effort to get it resolved. You appear to be impatient in your messages. You come across short with your answers. That is another thing that can create miscommunications
All in all, you have him here as a scammer. I just don't see it. You advertiesed and traded something incorrectly. You did not take the time to ID your part even with all the information you had. I too would want money back for the shipping as it is 100% your error on the part. You both have done the right thing and communicated, but somewhere it was lost. If he is holding the carb for shipping cost, again, I understand. He is not scamming you or not taking you, he simply wants you to correct the mistake completly.
