Man that does suck. Teflon a no no. I dont know if it would work, but if it was mine,I would grind it out with a die grinder or some thing. Then I would try JB weld OR epoxy. whatever would work on...

I seem to get in unique situations. Everyone seems to run a 1 qt overflow tank. On my past 2 cars, it would always over flow if I added enough water to when it cooled down it would not suck air back...

If You think the timing is close, 1st thing I would do is compression check it to see if anything is funny in the valve train. 8)
