WHAT IS THE PURPOSE OF USING THIS AND IS IT STRICTLY FOR RACE ENGINES

To help keep the cylinders round, especially in stock blks, such as the 400 sm/blk. Making for better ring seal.

& also I believe to add support to the relatively thin cylinder walls
