Flowers Introduces Prohibition on Youth Riding – Again!


Illinois House bill 5029, introduced by Rep. Mary Flowers (D-Chicago), would make it illegal for anyone under the age of 16 to operate an all-terrain vehicle (ATV) or off-highway motorcycle (OHM). The proposed legislation would also make it illegal to transport a passenger on an ATV or OHM regardless of whether the vehicle is configured for a passenger. The bill would also require ATV and OHM riders to have valid driver's licenses and wear helmets.

This legislation is nearly identical to legislation introduced by Rep. Flowers last year that ultimately died in the House Elementary and Secondary Education Committee.

It will die once again. There are way too many youths that race in sancioned AMA events in every state. We have a track here that has riders from 6 years old to adult. It is packed every weekend throughout the summer. They have 8 year olds jumping 50 feet on KTM seniors. Very humbling seeing an 8 year old that could probably beat a lot of adults in a race. Another wasted expediture of tax payers money. I agree with the helmet of coarse, and the kids not thinking before they rip across the yard wide open with another kid on the back and hitting a tree. That needs to be adressed and really falls under irresponsible parenting for letting it happen.

We actually had a grandmother giving her toddler grandson a ride a year or so ago. She hit something, or flipped it and killed the child. And last year a friend of mine bought his kid a quad and let him just go full tilt until he broke his back.

The only arguement on the helmet rule is that Illinois doesn't have a helmet law for street bike riders. If they want to make the law that people under the age if 18 must wear a helmet that is one thing. Why should I wear a helmet to ride my TTR225 across my yard but I don't have to wear one when I ride my VTX1800 65mph on the highway.

You would have to wear a helmet on a 4 wheeler or minibike if you use one for a pit vehicle at the drag strip. :?

How many times have you seen 2 people on a atv in the pits at a dragstrip?

If you had a car that runs 14.20 you would not have to wear a helmet to race. (NHRA's rules)
But after you make a pass, you would have to put a helmet on to ride your 90cc pit vehicle to the concession stand.

the way I ride pit-bikes I am better off with a helmet on!! :lol:
