THROTLE STOP RPM CREEP

HI, WONDERING IF ANYONE HAS INFO ON HOW TO FIX THIS? WHEN SHIFTING ON RPM THE RPM'S CREEP UP. 632 CI PAR MOTOR WITH 1250 APD DOMINATOR. SHIFTING ON TIME SEEMS OK .2 TS ON SHIFT .1
