I'd make one more call to his local police department.
If I had the proper info on this guy,
name address etc,I'd get you the hook up

If you have any records..emails, and phone records ...Phone Visa and tell them your problem, if the Visa is through your Bank go into the Bank. I know Visa can cancel the transaction. I friend of mine was trying to buy a rotating assembly from a company in CA and after 2 months of pain and suffering he went into his bank with a record of phone calls and emails and they reversed the transaction .. I even phoned the company and asked for the same assembly and they told me, it would be ready to ship in 5-7 days. As soon as he realized Visa Nuked the transaction he was on the phone screaming, my buddy asked him flat out, "When will it ship?" and was told 5-7 days. Remember Visa is there to help you.

A thread without the proper info,we can't help

If I knew where he lived I'd try and find you a way to get your money,This is the second time here posting it,I Guess I am wasting my time here too. I don't get it? What Gives?

thats a very interesting comment. if you speak to the manufacturer and they give you their name- one would think that that would be enough- may be not huh?
