Mark i don't know the person, but if you do make a deal with him on some parts be aware that whatever you buy and it comes UPS or Fedex, there is an extra tarrif for them, but not on USPS.
I was billed $22.00 from UPS a couple yrs. ago a deal i did from Canada.

yes that is normal practice for Canadian banks.30 day hold while it clears ,otherwise buyer on the hook .don't sweat it..
