i have a 55 chevy, big block, 9 inch rear with 3.90 gears,

it has a muncie 4 speed with a Hays clutch,

it comes out of the whole hard through all 4 gears

QUESTION is putting long around 2500 rpm in 4 th gear if i just floor it it reves up to 4500 real quick before it starts pulling ?

Depending on what set up you have there is probably nothing wrong with it. The pressure plate probably uses a light base pressure and has counter-weighted levers that increase pressure as the RPM increases. There are a lot of different Hayes clutches and would need more info on what you have to know. A good performance clutch slips some but driving it around at low speeds and slipping it like that will ruin it.

It sounds like a slipping clutch to me. You will know if you smell it, nothing else like it.
