The rule book will not give mounting direction. The chute needs to be mounted on a 45 degree upward angle and mounted behind the rear spoiler. The reason is to get the chute in clean air to deploy it quickly and not suck it under the car and into the wheelie bars. The tether should be mounted in line with the vehicles center of gravity height, and to some substantial piece of frame in the exact center of the vehicle's frame width to pull it strait. The mount should include a 1/2" bolt with a sleeve around it to protect the tether from fraying.
