The RJ moderators are not working 24/7 and they do not look at every new ad posted, it would be a week minimum before any pre-approved ad style setup would even make it online and that would just scare everyone away
That being said when anyone flags an ad that goes straight to the guys that can shut things down. I have seen a flagged ad go down in 2 minutes and I have seen them take 2 days. Also they can look at repetitive IP addresses and posting patterns and then do whatever they can to block the violator

JUST KEEP FLAGGING THE BOGUS ADS GUYS!!!
